GEO Budget Whitepaper
Plan a GEO Budget Around Scope and Evidence
Compare the work, total cost and acceptance criteria before allocating a GEO budget. Build a finance proposal that separates observed search visibility from business outcomes.

CH.01
Use Market Research as Context
Start with the customer problem and the work needed to address it. Another company’s spending plans can provide context, but they do not determine your budget.
Conductor surveyed more than 250 leaders at US enterprises with at least 500 employees across over 12 industries. In its 2026 report, 94% planned to increase AEO investment and 97% reported a positive funnel impact in 2025. These are responses from that sample, not proof that every business should invest or that AEO caused additional revenue.

Write down the decision this work should help you make, the expected cost and the alternatives. Preserve valuable SEO work; moving money from one label to another is not a strategy on its own.

CH.02
Compare the Scope Before the Price
A software subscription, a one-off audit and an ongoing service buy different work. Put their scope and billing units on the same basis before comparing quotes.
Ask each provider to separate setup, recurring fees, optional work and your team’s implementation time. Published vendor ranges are examples of that provider’s scope, not a neutral market price. A project price and a monthly total program budget cannot establish a meaningful price multiple.
| Work category | What to confirm | Who carries out the work | Cost basis |
|---|---|---|---|
| Measurement software | Products, locations, prompts, frequency, exports and retention | Your team interprets results and implements changes unless agreed otherwise | Subscription, usage limits, add-ons and staff time |
| Scoped audit or research | Questions, evidence, deliverable format and implementation handoff | Provider researches; implementation responsibility is specified separately | Project fee, revisions and any follow-up work |
| Ongoing content and technical work | Prioritized changes, review, ownership and acceptance criteria | Named provider and client owners for writing, engineering and approval | Recurring scope, capacity, dependencies and extras |
| Multi-market program | Languages, local expertise, governance and existing-team integration | Agreed responsibilities across internal and external teams | Total program cost, with tools and specialist work itemized |
Tenten’s comparison framework; these categories do not prescribe a price or service tier
Choose the smallest scope that can answer the business question and that your team can act on. Monitoring may be sufficient for a defined decision; implementation support may be necessary when capacity is limited. Neither the lowest nor the highest quote proves value.
CH.03
Choose a Funding Model That Fits the Work
Reallocation, project funding and internal staffing can each be appropriate. Compare their full cost and what other work would be delayed or reduced.
Conductor reports an average of 12% of respondents’ digital marketing budgets allocated to AEO in 2025. That denominator is digital marketing, not SEO, and an observed average is not a recommended allocation. Set your amount from scope, capacity and expected decision value instead of copying a percentage.
| Funding model | How to estimate it | Useful when | Decision to make |
|---|---|---|---|
| Reallocate existing capacity | Price the new work and identify the specific activity it replaces | Existing work has lower priority or the same team can deliver shared improvements | Assess the cost of reducing existing work; do not assume SEO is expendable |
| Fund a scoped project | Budget agreed deliverables, review, implementation and handoff | A defined question or change has a useful completion point | Specify maintenance needs; ending a project does not automatically erase its value |
| Allocate an internal team | Include staff time, tools, training, management and specialist support | The organization needs ongoing capability and can staff it responsibly | Compare full internal cost and capacity with external support |
Three planning options; no option or fixed percentage is recommended for every organization
A mix is possible. Record shared SEO and GEO work once, with clear ownership, so the same content improvement is not charged twice. Google says its existing SEO practices remain relevant to AI Overviews and AI Mode; a new budget label does not create a separate technical requirement.
CH.04
Separate Delivery, Visibility and Business Outcomes
Agree on what the provider will deliver and how observed results will be interpreted. Citation counts alone do not establish return on investment.
Use delivery criteria for work you can inspect: approved content changes, resolved technical issues and a documented measurement method. Keep visibility measures tied to the sampled products, questions, dates and collection conditions. A provider can be accountable for work and reporting without controlling a platform’s answers.
Keep relevant visits, qualified inquiries, opportunities and revenue in the evaluation when available. Define their attribution and deduplication rules separately from citation reporting. A rise in sampled citations or AI-referred conversions does not, by itself, establish additional revenue caused by the project.
Agree on acceptance criteria
Separate completed work from observed platform behavior and commercial results. Explain missing data and plausible alternative causes. Use the evidence to decide whether the work is worth continuing, not to manufacture a guaranteed chain from citation to sale.
CH.05
Write a Finance Proposal That Can Be Evaluated
A useful proposal states the cost, the decision, the evidence needed and the conditions for continuing. It should make uncertainty explicit without obscuring the practical next step.
Use a one-page proposal to connect the customer problem with a bounded piece of work. If you model revenue scenarios, label the assumptions and show how sensitive the result is to them. A modeled scenario is not a forecast supported by your own measured results.
Line one
State the scope and full cost
Describe the work, owner, duration, fees and internal time. Explain the funding source and which alternative work would be reduced or delayed.
Line two
Define evidence and delivery
Set inspectable deliverables and a relevant observation plan. Choose products and questions that match the business; a fixed prompt count or six-platform list is not a universal requirement.
Line three
Explain the business hypothesis
State how the work might help customers and what evidence would support or weaken that explanation. Include opportunity cost and attribution limits; do not promise a higher conversion rate without relevant data.
Closer
Set the decision point
Agree when to review, a spending cap and conditions to continue, change or stop. Match timing to the decision and sales cycle; more citations alone need not trigger more budget.
Finance should be able to compare this proposal with other uses of the same resources. A smaller project, a later start or no additional investment can be reasonable decisions when the evidence or capacity does not justify the cost.
CH.06
Use Review Points Instead of Automatic Increases
The example below organizes work across four quarters. Adapt it to your needs; it is not a schedule for guaranteed results or a required annual commitment.
Fund each phase only when it serves a defined decision and the organization can use its output. Maintain useful assets after a project ends, and expand only where the evidence and resources support the next scope. Repeating measurements or producing more content is not progress by itself.
| Example period | Work focus | Budget decision | Evidence to review |
|---|---|---|---|
| Q1 · Define the baseline | Choose relevant questions, document collection conditions and prioritize real access or content issues | Approve a bounded initial scope and cost | Usable baseline, evidence gaps and agreed next decision |
| Q2 · Make prioritized changes | Improve selected pages or evidence assets with appropriate review | Fund the selected work within available capacity | Completed changes and whether they address the identified reader need |
| Q3 · Assess observed outcomes | Compare scoped visibility, relevant visits and available business records | Continue, revise or stop based on evidence and alternatives | Comparable observations, attribution limits and unresolved questions |
| Q4 · Decide the next scope | Review value, maintenance needs and internal versus external capacity | Approve only the next justified scope; no automatic increase | Documented decision, owner, cost and acceptance criteria |
An illustrative planning sequence, not a universal cadence, content quota or allocation formula
Make the next decision clear
A defensible budget starts with useful work, a realistic cost and evidence you can interpret. Keep the proposal understandable enough that the team can approve, change or decline it without relying on market pressure.
Sources & methodology
Revised on 5 October 2026. Conductor’s State of AEO / GEO report describes a survey of more than 250 US enterprise leaders, with organizations of at least 500 employees across over 12 industries; 73% rated their programs advanced or very advanced. Its 94% investment intention, 97% reported funnel impact and 12% average digital-marketing allocation have different meanings and do not establish causal ROI or a recommended share of SEO.
